Job Summary

Langan is seeking an Environmental Permitting and Compliance Engineer, Scientist, or Project Manager to join its collaborative team in Chicago, IL or Cleveland, OH . This individual will serve a key function in performing air permitting and compliance, industrial wastewater and stormwater compliance, storage tank registration and compliance evaluations, waste management, multi-media environmental compliance audits, development of monitoring and spill prevention and contingency plans, and report writing. In this role, you will have the opportunity to guide and review the work of staff, prepare permits and plans, and interact with clients and senior management.

• Prepare permits and compliance programs for multiple environmental media, including air, wastewater, stormwater, waste, spill prevention and storage tanks, EPCRA (Tier II, TRI);
• Perform multi-media environmental compliance audits, gap assessments, inspections, and program reviews;
• Develop and support implementation and management of various monitoring and spill prevention and contingency plans/programs (SPCC, FRP, SWPPP, Hazardous Waste Contingency Plans, etc.);
• Provide direct oversight and management of junior staff for specific project assignments;
• Lead and/or assist in the preparation of proposals including development of scope and costs;
• Manage project budgets and assist in invoicing as project or task manager;
• Interact with and build relationships with clients, contractors/subcontractors, and internal practice leaders;
• Demonstrate a strong commitment to customer service and responsiveness to client needs;
• Manage and deliver on multiple projects and tasks within specific budgets, schedules, and deadlines;
• Prepare technical documents including reports, plans/programs, permit applications, and other written deliverables;
• Train and mentor junior staff;
• Work as part of a multidisciplinary engineering team to support projects located throughout the US.

• Bachelor's degree in Environmental or Chemical Engineering or Science. Master’s degree preferred;
• 5+ years of experience working with regulations and environmental permitting;
• Professional certification preferred;
• 40-hour OSHA HAZWOPER certification;
• Ability to effectively manage multiple clients and projects;
• Willingness and ability to identify new client opportunities is strongly desired;
• Excellent written and verbal communication skills;
• Strong attention to detail with excellent analytical, multitasking, and judgment capabilities;
• Ability to effectively work independently and in a team environment;
• Possess reliable transportation for client meetings and job site visits and a valid driver’s license in good standing.

The estimated range for this role is: $92,500 - $133,000. Actual compensation may vary based on factors such as related work experience, location, market conditions, education/training, certifications and other credentials, as well as applicable knowledge and skills. Certain roles may be eligible for overtime and participation in the firm's annual bonus and performance review program. Bonuses are discretionary and based on individual job performance and the profitability of the firm. Employees are also eligible to receive up to 20 days of paid vacation time, 10 days of paid sick time and 10 paid holidays throughout the year. Eligibility and actual paid time off may vary based on local law and factors such as hours worked, related work experience and level.

Some of your responsibilities will include:

• Manage and deliver environmental licensing and approval processes for State and Federal resource, industrial, and energy projects, while developing strategies for approvals and compliance on medium to large-scale projects
• Develop and implement environmental management systems, plans, policies, and procedures, including Mine Closure Plans, rehabilitation cost estimates, and Environmental Management Plans for design and construction
• Ensure regulatory compliance through assurance activities, environmental risk identification and management, and by reviewing legislation, guidelines, licenses, and permits to provide compliance advice
• Prepare regulatory approval applications, management plans, compliance documents, and offer written advice on approval processes and regulatory matters
• Coordinate multidisciplinary teams for desktop and field investigations, conduct site inspections, and manage field assurance activities, including occasional on-site fieldwork
• Manage projects, develop bids, and build relationships with clients and stakeholders, with opportunities to contribute to decarbonisation, ESG initiatives, and environmental offset projects.

The ideal candidate will possess:

• 5+ years of experience in Western Australia and Commonwealth resource approvals and compliance
• A tertiary qualification in Environmental Science, Sustainability, or a related field
• A comprehensive understanding of Western Australia’s environmental legislative framework including the EP Act, Biodiversity Conservation Act, Mining Act, and Rights in Water and Irrigation Act.
• A knowledge of State Agreements in WA and the Australian Commonwealth environmental framework andframeworks other than Western Australia is also desirable

The Project
The M80 Ring Road Alliance (comprising ACCIONA, MACA, and AECOM) has been selected to design and construct the M80 Ring Road Completion.
The project will deliver a major upgrade of the M80 Ring Road between the M80-Plenty Road interchange and the North East Link tunnel entrance at Watsonia, providing a seamless connection to North East Link. Works includes the construction of 14 kilometres of new lanes, bulk earthworks, retaining walls, bridge structures, rail interface works, intelligent transport systems, urban design and landscaping. This diverse and challenging project will be complete in 2028.

Key Responsibilities

• Environmental Compliance & Approvals : Ensure compliance with state and Commonwealth environmental approvals, regulations, and Environmental Performance Requirements (EPRs), including management of environmental systems and documentation such as EMPs and control plans.
• Environmental Management Systems : Develop, implement, and maintain the Construction Environmental Management Plan (CEMP) and associated procedures, ensuring continual improvement and system effectiveness.
• Monitoring & Reporting : Lead environmental monitoring strategies, compile monthly reports, provide sustainability data, and maintain accurate environmental records to support project compliance.
• Auditing & Inspections : Conduct internal audits and participate in external audits, as well as perform regular inspections to assess environmental and sustainability performance.
• Risk Management & Incident Response : Identify environmental risks, implement mitigation strategies, and assist with incident reporting and follow-up to ensure accountability and improvement.
• Stakeholder Engagement : Liaise with internal teams, clients, regulatory authorities, and community groups to support environmental objectives and approvals.
• Project Support & Integration : Support project delivery teams in integrating environmental requirements into planning, construction, and access approvals, contributing to parent company and M80RRA reporting obligations.

Required Skills and Competencies

• Experience managing environmental approvals and compliance on a major infrastructure project.

Job Responsibilities

• 0+ years of experience;
• FE/EIT/ASP or professional certification a plus;
• Strong communication, organization, and analytical skills;
• Ability to work independently and in teams;
• Proficiency in MS Word, Excel; air modeling experience is a plus;
• Reliable transportation and a valid driver’s license.
